As a system, the entry "Requirement projects" is not being displayed for Jira system administrators

Description
Even that one user has permissions to access the Jira administration (Jira System administrators, Jira Administrators), if it doesn't have permission to "Administer projects" in the permission scheme, the entry "Requirement Projects" will not be displayed.

How to reproduce

1. Create a user as a Jira Administrator or Jira System Administrator global permissions
   
2. In the Permission Schemes do not add the user or group to the permission "Administer projects"
   

Actual result/Attachments
The entry "Requirement Projects" is not displayed

Expected result
Even a user or group is not directly associated with the permission "Administer project" the entry should be visible as they are Jira system administrators/ Jira administrators.
