Jira admins must be able to configure the max parameters for a dataset

Currently, the limit is 20. Jira admins must be able to configure this limit. The absolute maximum will be 250 parameters per dataset.

A possible solution could be to define a limit of complexity for a dataset: Ex:

• columns * rows or
• the amount of data (in bytes) a data set contains.
•  max char is 255 to import in the dataset
