As admin, I configure if the Test Run assignee is taken from the Test or the Test Execution

Xray must provide an option in the Global settings to allow admins to choose if the assignee for a Test Run is taken from the Test or Test Execution whenever Test Executions are created (e.g. in the Test Plan, in the Test Plan Board, in the Test issue screen, in the create dialog).
