When importing a feature file with a Requirement Key the link is not created if there is no prefix set

Description
When importing a feature file with a Requirement Key, the link is not created if there is no prefix set.

Pre-conditions

• Install Jira in an Oracle database
• Empty prefixes in Cucumber Export Prefixes on the Xray settings

How to reproduce

1. Clear all the configuration values of the Cucumber Export Prefixes in the Xray settings,
   
2. Import a feature file with a Requirement Key configured in the feature section.

Actual result/Attachments

1. The requirements link is not created when importing a feature file.

Expected result

1. The link "tests" is created between the new Cucumber Test case and the Requirement, based on the imported feature file.
