As application, Xray should provide Jira with validators so they can be used by Workflows

Scenario:  Project Admin wants to restrict the workflow for Test Executions making it so it should only be possible to set the final workflow status of a test execution to i.e "Executed" once none of the Tests is in a "Todo" test run status.
