App should interrupt the migration if any of the Xray migrated Project wasn't migrated by Jira

Its possible for the Jira Server to complete the migration even when some projects were not migrated if one of those projects is an Xray project the migration should fail.

The app should check the pre-migration file sent by the Xray server and verify if all the projects exist in Jira Cloud if any of those projects is missing then the migration should be failed.
