Test Step wiki format not migrated correctly

Test Step wiki format not migrated correctly.

Wiki formatted text may be "unnormalized" when copy/pasted.

This is confirmed to occur when using the test step UI "copy to clipboard" button.

This causes the byte value for string characters to be different from the original.

Xray Server still displays wiki formatting correctly. After migrating to cloud, the formatting is lost and the characters are treated as plain text.
