Folders with special characters are being duplicated when adding/creating a test

Description
Folders with special characters are being duplicated when adding/creating/link a test to that test repository folder.

Pre-conditions

• Install Jira in a Postgres database
• Have a folder with special characters, for example, "Žý test"

How to reproduce

1. Go to the test repository and create a folder
2. Rename a folder to a name that has special characters "Žý test"
3. Create a test there
4. Refresh the page
5. Folder with the same name is created

Actual result/Attachments
The folder is duplicated.

Expected result
The folder is not duplicated.
