As a system, the "Test Environments" loading, might cause some delay when accessing Test Plans

Description
When accessing Test Plans, the endpoint /rest/raven/1.0/testenvironment/listWithDefaults is taking more time than expected, on heavy environments (considering the amount of issues and test Environments)

"Xray calls the Jira service which makes a heavy Lucene call. Jira uses a load all issues (*optimized to get only the field labels) approach and then filters by the ones having labels (Test environments are labels) thus making the first load very slow."

How to reproduce

1. Open a Test Plan issue
