Reintroduce the Background Scrolling in Execution Window

    Description

      Before v4.2.6, it was possible to scroll in Execution Window even after opening any dialog. This feature was lost because of XRAY-6855.

      The feature should be reestablished as it is useful for users to check information within the whole page.
