In Test Case Importer, Xray allows users without administrative permissions - showing error: Couldn't get attachments: the current user doesn't have the necessary permissions.

Description

Test Case Importer with no admin user, is showing the warning:

Couldn't get attachments: the current user doesn't have the necessary permissions.

With a simple CSV, selecting mandatory columns: Summary, Xray Test Case Identifier and Custom Fields [Action] .

How to reproduce

1. Logged with an user without admin
2. Click on menu Tests on the top bar
3. Select Test Case Importer
4. Import the CSV file **

Expected result

It must not show this message.
