When Summary and Manual Test Steps fields are in the same tab on the Test screen, the cursor jumps automatically

Description
When Summary and Manual Test Steps fields are in the same tab on the Test screen, the cursor jumps automatically from the Summary to the Action field.

How to reproduce

1. Go to the Test screen and put the Summary as the first field of the same tab as the Manual Test Steps;
   
2. Create a Test Issue;

Actual result/Attachments
The cursor will jump automatically from the Summary to the Action field.

Expected result
The cursor should stay on the Summary field.
