Steps:
1) On the Xray Reports page header Switch report to the Traceability Report and click Generate Report

2) Scroll down just a few lines (note that if scrolling down many lines, the problem cannot be replicated)
3)And then click on the Filters button

Expected Result
The Filter(s) dropdown is always visible and won't underlap the Quick Filters nor the generated Report
