Using Test Case Importer as non-admin, Xray is not always considering the workflow status associated with the Create transition as the first status

Using Test Case Importer as non-admin, Xray is not always considering the workflow status associated with the Create transition as the first status.
Xray considers the initial status, the first status added to the workflow upon its creation.

How to reproduce

1. Create a workflow. By default, the create transition will be associated with OPEN status
2. Create a second status, like TO DO, and change the create' transition to this new status, in order to the first status of the workflow be TO DO. Img below and workflow attached:

Actual result/Attachments

After importing Test (via Tests menu/non-admin), all of them will be set with OPEN status, which is wrong because it should be TO DO.
So it seems that Xray is always considering the status with the lower ID (Jira calls it as Step Name (id)) as the first one, which does not always correspond to the truth. (please see picture from Workflow in Text mode)

Expected result

The Tests should be set with the first status of the workflow, aka the one associated to Create transition. Jira has this behavior with its default importer.
