Move Tests in the Test Repository may lead to duplicated ranks

Description

Moving tests in the Test Repository may generate duplicated ranks in DB. This will generate strange behaviours like the Test Repository not saving the position of the Tests.

This may also happen in the Test Plan board.

How to reproduce

1. Below is an mp4 video showing how to reproduce - We reproduce by moving two or more tests to the bottom position of the list.
