As a user, when accessing empty folders in the Test Repository with a filter enabled, Xray takes too long to respond

Description
When a user has an active filter and tries to access empty folders (no tests) in the Test Repository , the Xray internal endpoint takes too long to respond, which in some environments will cause timeouts.

Pre-conditions
Empty folders in the Test Repository

How to reproduce

1. Access the Test Repository
2. Use a filter (i.e. Test type = Manual)
3. Jump into an empty folder

Actual result/Attachments

Expected result
The page/request should loads faster because it doesn't have any test associated.
