As a user, I can create notes for a manual Test Step

The user must be able to configure notes for a given step within a manual Test.
These notes must only be displayed if the user specifically requests to do so.
A new action must be provided to create notes for a given step.
When a given step contains notes, it must display a symbol. When the user hovers or clicks this symbol, the notes are displayed in an inline dialog.
The notes must also support the JIRA wiki notation.

The step notes must also be available on the execution screen.
