Description
Components are not correctly mapped when the Requirements and Tests are in different projects.

Pre-conditions
The Requirements and the Tests must exist in different projects with the same Components created for both projects; the Requirement must have defined Components.

How to reproduce

1. go to the Requirement, press "Add Tests" >> "New Test";
2. change the project and the Issue Type to "Test", and press "Create" to create the issue.

Actual result/Attachments
The issue is not created, and the user sees this error:

Expected result
The issue should be created directly without any problems.
