Test Case Importer doesn't work with projects containing "&" in the name.

Pre-conditions
Having a project with said character:

How to reproduce

1. head into TCI;
   
2. reach the "Map projects" page:
   
3. Select the shown project.

Actual result/Attachments
The option Hierarchical Test Organization is disabled, and the user sees the warning: "The current user doesn't have permission to either create folders or move issues on the Test Repository of the current project."

Expected result
The user can import into the project.
