When updating Test Steps via REST API, the updated date is not revised

Description

When updating Test Steps via REST API, the updated date is not revised.

How to reproduce

1. Create a Manual Test with 2 steps
2. Use Test Step REST API to update a step: POST /rest/raven/1.0/api/test/ {testKey}/step/{id}

Actual result/Attachments

The Step is updated but the updated date from Jira is not revised.

Expected result

This change should affect the updated date.
