How to reproduce

1. Setup a configuration for the permission "The permission [Xray Test Repository] Move issues is not working as expected",
2. Login with a user that should not be allowed to move issues in the Test Repository

Actual result/Attachments
The user, although not having the conditions to move issues, it still can move.

Expected result
The user without permissions should not be able to move issues, since it does not have permissions to do it.
