Create defect from step result not taking into account jira context path

Description

Creating defect from a step in the execution page may fail in cases a context path is configured for the Jira server

Pre-conditions

Context path is configured in Jira server: https://confluence.atlassian.com/jirakb/change-the-context-path-used-to-access-jira-server-225119408.html

How to reproduce

1. Open a Test Run 
2. Go to a step result and create a new defect

No errors should be returned
