Whenever a user alters existing Test Steps a first time, the record is not shared with JQL

Description
When a user updates already existing Test Steps the first time, the change does not affect this JQL as it should:

project = "TXP" and issuekey in updatedBy("nuser")

If the user does a second change on the issue, it is shown on the list by the same query.
