When importing Test Steps from another Test, the Attachments used in the Test Steps should always be copied

When importing Test Steps from another Test, the Attachments used in the Test Steps should always be copied.

Presently, when the attachment is in the step, it is detected and copied over.
When the attachment is associated with the issue, then the file is not detected the step will not carry it.
