Test Case Importer can't be used with "Manual Test Steps" set as Required

Description
When the "Manual Test Steps" are set as Required the import process using TCI cannot proceed.

Use the Test Case Importer.

The user sees the error message:

The process is completed as the Manual Test Steps are being filled or else the import process would not be completed.
