As a user, I can configure issue statuses to ignore in requirement coverage

The requirement coverage takes into account tests and requirements independently of their state. Both "tests" and "requirements", for example, in "New" or "Rejected" status should not be considered for requirement coverage purposes.
So, It should be possible to define a set of states to ignore through a plugin parameter such as "ignore issues in this states".
