In JCMA, retry sending files to Atlassian S3

In JCMA, retry sending files to Atlassian S3.

After creating the files to be used in Xray Cloud, they are sent to an S3 bucket provided by Atlassian.
In case of error sending the file to the bucket, there should be a limited number of retries before ending the process in error.
