Move issues permission from Test Repository is not working as intended.

How to reproduce

1. Be sure that no project role is set under the Miscellaneous setting to edit Test Repository, which will allow everyone to be able to edit;
2. Go to the Project permissions and set the following:
   1. Permission to create folder to the project role Admin
   2. Grant the Move Tests permissions to the project role Dev (please be sure that you have a user that only belongs to this project role)
3. Login with the Dev user account and try to change the Test Repository path directly from the issue! The change is always reverted, but if you go to the Test Repository and move the Tests between folders, it works.
4. In order for this user to be able to change the Test Repository path directly from the issue, the user needs Create Folders permission as well.

The change is always reverted, but if you go to the Test Repository and move the Tests between folders, it works.

Expected result

The user should be able to change the Test Repository path directly from the issue /edit screen, just with only the Move issues permission.
