      Error message when creating Pre Condition makes no sense

      Pre-conditions && How to reproduce
      Have no options in Xray's Pre-Condition Type custom field:

      When creating a Pre Condition, you cannot because you don't have the Pre Condition Type setup << This is correct
      However, the error message you see makes no sense for the users, and it doesn't help understand why the issue is not created:
