Buttons for editing and deleting folders in the Test Repository are not consistent with user permissions when first navigating to the Test Repository.

How to reproduce

1. Go to Miscellaneous and allow all to edit Test Repository
2. Go to project settings and define a specific role that can Delete folders
3. Open something from your project which not a Test Repository. Issues section, for example
4. Then navigate to the Test Repository
5. Hover the mouse over the delete and edit buttons. They will appear blocked as the user has no permission to edit them.
6. Refresh the page, then the buttons will be available as they should.

Actual result/Attachments

The buttons will appear blocked as the user has no permission to edit them.

Expected result

The buttons should follow the permissions set. Blocked if the user does not have permission, unblocked if the user has permission.
