In Test Repository and Test Plan Board, when using an invalid JQL, tests from other projects are shown

Description
Using " in the contains field of the Test Repository is fetching Tests outside of the Test Repository Project.

How to reproduce

1. Go to the Test Repository
2. press the filter and use the contains field
3. type "
4. Press apply

Actual result/Attachments
Tests outside of that project are being shown

Expected result

• In the "Orphans" and All" folders": Since the query is wrong, the user will not see any results;
• In any of the leaves folders, the user can see all the tests from each folder;
