As a user, I want to be able to refer back to a previous Test Step

As a user, I want to be able to refer back to a Test Step while writing a new Test Step.

Example:

While writing step 2, I want to refer back to step 1 and have a dynamic link to that step so that if a step is added above step 1, the link will still point to the same test step.

This will help describe a test step once and refer back to this instruction several times later in the same test to avoid repeating it.
