Users without Edit permission cannot open Test Executions pages

Description

Users without Edit permission cannot open Test Executions pages. The Tests table does not load and is greyed out.

How to reproduce

1. Remove all groups/roles/users from Edit permission
2. Navigate to a Test Execution

Actual result/Attachments

The Test Execution does not load. The test table is greyed out.

When on the Search for issues page, the entire page is frozen:

Expected result

Users should see the issue even without Edit permission.
