When adding a Pre-Condition to a Test, the list of possibilities to added include also issue type not related to Pre-condition

This situation makes the process of adding a Pre-Condition to a Test not so easy and user friendly.
Currently It allows the user to add issues from a diferent issue type than "Pre-Condition" which then will result in an error.
