Xray requirement report is not returning the expected results when using a Test Plan scope

Description
The Max Requirements per report validator config, in some cases, is preventing the Xray requirement reports to show the proper results, when using the Test Plan scope.

How to reproduce

1. Change the Miscellaneous "Max number of requirements per report or gadget setting" = 2
2. Create 2 Story (requirement issues)
3. Create 1 Test Plan
4. Go to the Overall Requirement Report
5. In the Scope choose the Test Plan you have created
6. In the filter use the advanced search and use the JQL = "Key = <Story 1 created previously>"

Actual result/Attachments
The report is returning "No data found"

Expected result
The report should return the Story used in the filter (Key = xxxxx) calculated based on the Test Plan scope selected.
