Description

When restarting Jira, Xray won't be enabled.

When restarting Jira, Xray will be checking if Xray Enterprise is enabled, and activate the Dynamic Filter Service synchronizer. Frequently Jira hasn't enabled the service already, thus throwing an error and disabling Xray.
