Description

A user without Create Folders permission on Test Repository cannot set/edit the Test Repository Path.

How to reproduce

1. Create a dummy user and grant him all Test Repository permissions except Create Folders one.
2. Go to a Test and modify the Test Repository Path.

Actual result/Attachments

The change seems ok in the Edit screen, but after refreshing, the change is reverted. Please note that on the History tab, the change is correctly done, but in the UI, it is unchanged (unchanged also on Test Repository itself).

At this moment, for a user to be able to do such action at the Issues level, he must have Create Folders permission which is wrong.

Expected result

A user only with Move Issues permission should be able to set/change the Test Repository Path field.
