When using a private filter in JQL it should throw a error.

When using a private filter by other users, it should throw an error ex. ("Private Filter access").

Pre-conditions

How to reproduce

1. Create a private filter.
2. Try to use it as a JQL
3. It will show the below screen without any error

Actual result/Attachments

Not throwing any error.

Expected result

It should throw a permission-related error when using a private filter by other users.
