As a user, I should be able to configure a Xray settings scheme for multiple projects

As a user, I should be able to configure an Xray settings scheme for multiple projects.

1. Configuration schemes - the ability to create several schemes (e.g. regulated vs. non-regulated projects) and apply the whole scheme per project, akin to Jira workflow schemes, issue type schemes, etc.
2. Global configurations with the same abilities. 

In order to elaborate, there are several configurations that can be done on the project level, such as custom test step fields.

In the Jira instance, there are hundreds of projects potentially using Xray, divided into several groups, depending on their compliance requirements. Half of the projects need one set of settings and the other one another set of settings. Currently, we can either configure these globally or per project (allowing project admins to set these). On a large scale, neither would be a feasible feature. 

It should be possible to implement an “Xray scheme”, something akin to the Jira workflow schemes, issue type screen schemes etc., so that we can define a couple of schemes and only apply those to individual projects.
