As a user, I can see a report panel with Test Plans on project page

A new project panel must be provided to user for Test Plans, similar to Tests, Test Sets and Test Executions.

The panel will consist of a paginated table of Test Plan issues for a given project with a filters section above.

The default columns are:

• Key
• Summary
• Begin Date
• End Date
• Fix Version
• Status Bar

Filters are:

• Fix Version
• Issue key or summary
• Workflow Status
