When using a JQL with != labels is not working on Traceability report.

Description
When using a JQL != labels are not working on the Traceability report.

Ex: "project = Gadget and labels != WEB-3"
Note:

The JQL is not working on the Jira issue search

Pre-conditions

How to reproduce

1. Generate traceability report.
2. On the filter section use the JQL  "project = Gadget and labels != WEB-3"

Actual result/Attachments

!= and not in expressions are not working.
