In Test Runs list gadget, View details section should be accessible by the Test Run assignee even if the Test Run has not started.

In Test Runs list gadget, View details section should be accessible by the Test Run assignee even if the Test Run has not started.  Or dialog not should be changed to “You cannot navigate to the details page because the Test Run has not started OR it is not assigned to you.”
