When moving a Test from one project to another, the steps attachments are not being moved

Steps to reproduce:
1. Create a new manual test and create some steps
2. Add and attachment (image) to one of the steps
3. Move the Test issue from one project to another
4. Click on the attachment

If we create a manual step with more than 1 attachment and then move the issue to another project, there is no error when opening the attachments.
