Xray requirement reports are not returning results due to wrong JQL generated

Description
Xray requirement reports are not returning any results, in case the user doesn't have permission (Browse project) to access one project that is mapped as "Requirement project".

How to reproduce

1. Access one "Xray requirement project" and remove "Browse project" permission for that use
2. Try to generate the Traceability or Overall Requirement Coverage report

Actual result/Attachments
No results are returned even having requirement issues in the project

Expected result
Report should return the requirement issues
