A user should be able to delete a test case version only he has issue delete permission

It should be possible to disable the possibility of editing or deleting a particular Test case version for specific users or roles. This helps prevent users from deleting a version - which then deletes all test runs on that version.

NOTE: This should not restrict this version from being executed.
