Page jumping when dragging selection with mouse in Test Details

To observe the bug:

1. Open Test ticket
2. Go to Step 1
3. Click on each Test Step element (Action, Data, Expected Result) to open them for editing in Text mode
4. Click and drag to select text in the section
5. Go to Step 2
6. Click on each Test Step element (Action, Data, Expected Result) to open them for editing in Text mode
7. Click and drag to select text in the section
