As a project administrator, I need to select a global existing BDD step library for the project.

Description

As a project administrator, I need to select a global existing BDD step library for the project using the "Use a different library" option on project settings.

Currently, only a Jira Administrator can change the BDD step library by selecting the "Use a different library" option.
When a Project Administrator attempts to use the same option, an "Unexpected error has occurred" message is displayed, preventing them from changing the library.

Project Administrators should be able to select an existing global BDD step library for the projects they manage without requiring Jira Administrator privileges.

User friction
Project Administrators are unable to manage the BDD step library for their own projects and must rely on a Jira Administrator to make the change, causing unnecessary delays and administrative overhead.

Steps to reproduce (right now) / Actual Result:

• Log in as a Project Administrator.
• Open the project settings >> Xray settings.
• Navigate to the BDD step libraries.
• Select "Use a different library".
  

• Attempt to choose an existing global BDD step library.
   

IMPACT
Project Administrators cannot manage the BDD step library for their projects, requiring assistance from Jira Administrators and slowing project administration.
