As an application, Xray should allow Test Runs Custom fields to be managed globally, giving administrators the flexibility to apply them across projects.

Currently, Test Run custom fields can only be created at the project level. It would be very helpful to have the option to manage them globally.

Similar to how Test Types are handled, this would allow Xray Admins or project admins to decide whether they want these custom fields to be defined globally or at the project level.
