GraphQL API - Incorrect error messages

• At the moment, when API Jira limit is reached, an incorrect message is prompted.
• Update the GraphQL API to provide consistent error messages, based on upstream errors.

Example:

• Client makes request, Atlassian responds with 429 status code, and Xray replies back to client with "User doesn't have permissions to view/"
