GenAI: Not able to generate tests when using a linked a coverable issue

When using the Test Case Generation feature and providing an issue in the "Link Coverable Issues," the following error is given immediately and no test cases are generated. 

Generating tests with linked coverable issues functions properly when done directly via API, suggesting the error is not coming from the service side.
